I see what you're saying. Others can chime in but to my understanding, a physician employing proper technique shouldn't pose long-term damage or effects to the anatomy or structure of the penis. Everything's largely short-term (hence the bruising and swelling), and our body's are quite capable of enduring these outpatient non-surgical remedies.
I can't speak for Dr. Oudot but if long-term risks are of major concern, the two things I'd examine is both product (make sure it is authentic and you aren't getting something like silicone or some cheap version of HA) and technique (the performing physician's experience in injecting fillers, how much of his practice is devoted to penis enlargement, etc).
Generally speaking, fillers aren't pumped into the more sensitive erectile layers and are generally dermal or superficial in application --> this is why things like erectile dysfunction or loss of sensation is not a known (or normal) complication. As stated previously, the biggest risk to the penile anatomy is poor technique and/or counterfeit filler product.
