I have no idea what his response would be, but Doctors diagnose conditions and treat illnesses, not perform things that you could do at home that doesn't involve your health or well-being. Obviously there are cosmetic/aesthetic physicians, and they would likely be your best bet (i.e. Urologists who perform penis enlargement) to accommodate your request (especially for Before & After reasons), but they account for a small fraction of Urologists nationwide.
The rare exception is where a study is being conducted that involved measuring the penis, but those studies outline the standardization of measurement, which is quite discretionary if you think about it; if you took my Thundersplace suggestion, you'll see that for well over two decades people still have debated on the most "proper" way to measure a penis, and even then there are variations due to
Erection quality for
Erect measurements.
The other rare exception would be if he suspects your suffering from micro-penis, which would be self-evident, because I believe there may be a medical parameter for what the actual size range is, and a measuring device may be required to confirm this diagnosis.
Cialis would be prescribed for erectile dysfunction, not penis size, and RestoreX would be prescribed for Peyronie's Disease, not penis size.
I just don't see why you can't read a few of the more popular "correct measuring" posts on Thundersplace, find the one most sensible to you and do this at home? Just my 2cents, but again, I have no idea how your
Urologist will answer or react. I suppose it can't hurt to ask but don't be surprised if they choose to decline.
