 He's just talking about scrotal webbing reduction. It can give the appearance of extra length.

 Yep if your unlucky like me and have a turkey neck that goes all the way to your circ scar it can make the underside of penis look shorter then it is!

Does anybody knows what this means/imply?

"Separation of the penis from the pubic bone, combined with suprapubic liposuction, enhances the length of the penis, and additional length can be gained by repositioning the scrotal pubic fold closer to the pubic area."

I took it from Dr. Krakowsky's webpage. How is that repositioningt done, and why would it provide additional length to the penis undergoing surgery?
