There was one I was in talks with in Northern Virginia, 30 minutes from DC, however they don't seem to be answering their phones or returning emails. It was a relatively new operation so perhaps a delay in their grand opening (?), not sure. If & when they come back around, they'll be vetted for potential Sponsorship.
There may be good providers in the region for Hyaluronic Acid (HA), but none that have been vetted by the PhalloBoards or its community at present time. The closest HA provider that I'd personally recommend is Dr. Shafer with the Shafer Clinic in NYC -- it's your one & only penis, you don't want to cut corners with poor quality injectors (and believe me, there are plenty). Of course price should be taken into consideration, but I strive to find as many quality regional options for my Readership as possible to promote healthy competition, which in turn can promote better value for the consumer. That said, the cost alone should be low on the priority list of things to consider (e.g. experience, expertise, ethics, reviews, vetting/screening, logistics, among others should be much higher).
If you must absolutely stay in the DC area,
PhalloFILL
does have an affiliate in Potomac Maryland; however, I personally can't vouch for them since they are not Sponsors, nor have I had any previous relations or contact with them. It is the Dallas-location PhalloFILL (main hub) that Sponsors here. The reason I mentioned their Potomac, MD location is that if they are employing PhalloFILL's choice of filler, injection technique, and post-op protocol instructions for their patients, that would make them a better option versus the field (in the DC area).
