I've read reports in the past where men had semi or full erections while in the procedure room, before the actual procedure. I recall these anecdotes saying it was embarrassing and that it didn't necessarily have to do with any arousal. I also recall a Nurse/Doctor (can't remember which Clinic) having reassured a guy that it "wasn't the first time", sort of suggesting that it can and does happen.
During a procedure is probably a LOT less likely. Between the local anesthetics and the constant jabbing with a needle (which you don't feel), I suspect your penis will have less incentive to go
Erect.
Also, some Doctors will perform the procedure while you are
Erect intentionally, by having induced the
Erection through chemical means, so there is that too.
