I mean technically with the right (unscrupulous) doctor and (questionable) filler, you can get a watermelon sized penis if you wanted...in other words, some fillers can get you as big as your anatomy can accommodate over a number of sessions, and I've seen some disturbingly over-done ones in the past.
As for the largest sensible gains (gains that don't appear so blatantly or obviously enhanced, and retain some level of natural aesthetic) are in the 2-3inch realm. The longer the shaft, the more you can probably
Inch closer to the 3+ marker.
For example, my base
Girth was increased 2.8 inches over probably (I honestly can't remember, it's been nearly a decade) 5 or so sessions. I may have had like two touch-up sessions that weren't aimed at
Girth increase. It has a taper that narrows up to the glans, giving it the best chance of some natural aesthetic at this size (although admittedly, my pig-in-the-blanket effect is rather pronounced because my shaft is barely average in length to begin with). Any larger and I risk ruining any semblance of a natural unit. That said, I'm an outlier and wouldn't typically recommend gains north of 2inches.
