I'm not on expert on micropenesis, but I would first try non-surgical options, then after that you could look in to surgery if there is no other option.

As you will see, lengthening surgery isn't pretty and you will need to do A LOT of research first. Also try to get references from people that have had it if you choose this route. I don't know about your weight, but losing belly fat can help.
NON SURGICAL OPTIONS
Definitely give the non-surgical route a try if you can. If anything, it might even better prepare you for the road ahead with some improvements to show and you can build on it.
Permanent length gains: stretching devices (there are many options), people claim to gain an average of between .25 inches to .5 inches and higher.
"Temporary" length & girth gains: complimented with a bathmate Hydromax (I expect these gains are only semi-permanent) people speak of .5 inch girth gains and higher. It might also boost your confidence!
Permanent & semi Permanent length & girth gains: Hyaluronic Acid, Ellanse Fillers, or PMMA (check these forums for info), but I suspect you will want to focus more on the length first.
