TOPIC: does anybody know the name of this surgery? and who does it?

Hi recently dr gary alter mentioned a surgery method to me but he does not perform it i was hoping someone on here knows the name of this procedure and also if anybody knows who performs it? this is what dr alter said about the procedure:

There is a very aggressive operation which only a few doctors performin which the penis is completely dissected, the Erection chambers are incisedcircumferentially, and a graft is placed circumferentially. A longer implant is then inserted.

any idea who does this procedure? and if not what is the name of this procedure? any help?

This procedure is called \" Tunical-Lengthening Procedure\" this true circumferential penile lengthening is used for patients with peyronie\'s disease ; in this technique they lengthen not only the concave side but also the convex side for maximum lengthening (which is limited to the length of the dissected neuro-vascular bundle) and usually these patients suffer from erectile dysfunction ---> penile implant should be used to achieve more rigidity and completely functional penis.

As far as I remember the following surgeons did this type of procedure :-

If I recall correctly, this is a very dangerous surgery that has a very low success rate. I think infection had caused major problems. Wasn\'t there a Dr who was shot by a patient due to failure of this procedure?
