What kind of implant? Was this the Penuma (or "Himplant"), or something designed solely for erectile dysfunction (like those inflatable implants)?
It isn't unheard of to have scar tissue restrict total elongation of your original length when it comes to surgically inserted implants, it's just a risk inherent in these procedures. Implantation of a large foreign body is going to be invasive and potentially create a cascade of stressors that could lead to complications. The reason why these complications are tolerated by both Doctors and Patients alike is when it involves men dealing with severe Erectile Dysfunction (ED) to the extent that having an erection outweighs the possibility of some length loss, infection, etc.
Please tell us more about it, my gut feeling would be to have your Performing Physician offer you what he can do to remedy the problem (there is a chance only so much can be done on his end, and you may need to look into stretching devices guys use for lengthening).
