I know exactly what surgery you speak of, and may know of one or two who may still perform this who have the requisite skill/experience to do so - but it's
insanely invasive to the extent that virtually every type of
Phalloplasty-related complication is on the table, from nerve damage to impotence, to infection, and so on. I don't believe any Doctor does it in the U.S., if I'm not mistaken this procedure type can only be found sparsely around the World, and I'd have to go back through my materials to find which Doctors still perform it. Actually, there is one who has a great animation video of how the procedure works, and I'll see if I can find them to show you exactly why I'd recommend against this means of enlargement.
Could it work? Sure, but I'd much rather opt for
Ligamentolysis (severing suspensory ligaments) combined with
Hanging than the surgery you speak of...
