Unfortunately due to language & cultural barriers, both the discussion (in terms of written info) and abundance of said-info (constrained by cultural norms in certain areas), finding Clinics in these regions are not impossible (and quite possibly may host some great Practitioners), but this Forum is at the behest of some Surgeon from those region(s) coming forward -AND/OR- a number of former/current patients reporting about their experiences through a Clinic that does not mind being mentioned in the first place.
You have to keep in mind that cultural, religious, and political sensitivities may make this type of procedure in certain places in the world a bit more complicated than you'd imagine. Despite Dubai's more

"the West per-se." In fact, I'd be surprised if any Arab-based Clinic would want to be readily or freely posted about here on a public American (yet International) Forum. This is speculation on my part, but not without sound reasoning (I've never traveled to Dubai, but know quite a number of people who have, be it for business or vacation).
Dubai and Istanbul are major airline hubs for Westerners to travel to the Eastern Hemisphere, and the latter (Istanbul, Turkey) is known for Medical Tourism (namely hair restoration for men, among other things). That said, if you find what you believe to be a legitimate outfit, go for it, but unfortunately the
