Sorry to hear about your ordeal. He's been performing this ridiculous procedure for over a decade and only gets a slap on the wrist from the California Board of Medicine and maybe the occasional out-of-court settlement (which I can't verify, only assume). My understanding is that he makes people sign so many waivers that it isn't hard for him to point out a "mistake the patient made" in order to absolve himself from liability.
There is also the fact that a good number of former patients are either too embarrassed and/or depressed to muster the will to go after him legally. The procedure for many is a personal and private decision, and the idea of going to court may associate their names with the public record.
I can't tell if it's deep-pockets, being well-connected, being lucky, or all-of-the-above, but no physician should be performing an elective procedure of this type, this long, with this many complications.
Despite what I said about the Board of Medicine in California, reporting your grievances can still help. Should it ever be uncovered that there were conflicts of interests over there, the record will show that men repeatedly sent complaints despite the Board's lack of action. And you may be able to find a lawyer to work on contingency (wont cost you a thing), it wouldn't hurt to keep looking. This isn't the FBI's jurisdiction although one has to wonder how many botched jobs will demand the investigation of a federal authority ??
I implore you to keep reviewing all options, don't let prior failures of the "medical justice" system deter you from being the one who can actually make a change.
